Ahmed Issack Hassan is a lawyer by profession and an international elections consultant with over 25 years of progressive practical experience in legal practice, public administration and election management.
Ahmed is an Advocate of the High Court of Kenya and has practiced law in the private sector since February 1995 specializing in the area of Commercial and Constitutional law and has consulted for major corporations, private businesses and government Institutions in his legal practice. Ahmed holds a Bachelor’s Degree in Law ( LLB) from University of Nairobi and a Post Graduate Diploma in Legal Practice from Kenya School of Law . He also holds a Diploma in Advanced Public Administration Management from the Galilee International Management Institute (GIMI) in Israel. He is a member of the Law Society of Kenya (LSK), the International Commission of Jurists (ICJ) Kenya chapter, Institute of Certified Public Secretaries of Kenya ( ICPS), the ACE Practitioners Network,the Commonwealth Electoral Network and the Cambridge Conference on Electoral Democracy in the Commonwealth.
Ahmed has served as Chairperson of Kenya’s Electoral Commission ( IIEC & IEBC)between May 2009 to January 2017 and as a Commissioner of the Constitution of Kenya Review Commission (CKRC) from 2000 to 2006. He was a legal Consultant with UNDP Somalia in the Somalia Constitution Making Project between July 2008 to May 2009 . He was featured in the Kenya top 40 under 40 by the Business Daily in December 2009 and as among the 100 Most Influential People in Africa by the New Africa Magazine. He has served as an International Elections Consultant for the United Nations Election Support Projects in Afghanistan and Somalia. In Somalia,Ahmed is an Institutional Governance Adviser/ Consultant with UNDP Somalia and the UN Integrated Electoral Support Group( IESG) since May 2018 to date while in Afghanistan,he has served as an International Election Adviser to the Afghan Electoral Commission and UN Election Support Project ( UNESP) between August 2018 to February 2019 and as an International Non-Voting Commissioner between May 2019 to August 2020. He has received several National and International awards and honors for his work in elections.
He has observed elections in many countries in Africa, Asia , Europe, the Caribbean and Pacific islands, America and Australia in different capacities as a member of AU pre election assessment mission in Ethiopia (2010) and Malawi (2019), as a short term election observer and as a participant in election visitor programs in USA, Brazil, Canada, Australia and India. He was the Head of the AU Election Observer Mission to Nigeria Elections in 2011, the EISA Observer Mission to the Ghana Elections in 2012 and the IGAD Observer Mission to the Djibouti Presidential Elections in 2016.
In addition to his legal Practice and International Election Consultancies,Since September 2018 to date Ahmed has served as Chairperson of the Board of Directors of the Kenya Industrial Property Institute ( KIPI), which is a Government of Kenya Institution responsible for Intellectual Property Rights and an affiliate of World Intellectual Property Organizations ( WIPO) and the Africa Regional Intellectual Property Organization ( ARIPO). He was elected Vice Chair of the Madrid Union Assembly of WIPO during the General Assembly meeting in September 2019 in Geneva.
